Focus on earlier blaze in Quebec train derailment

LAC-MEGANTIC, Quebec (AP) -- Investigators searching for the cause of a fiery oil train derailment that wiped out a small town's center and killed at least 13 people zeroed in on an earlier blaze on that same train, and the possibility that the series of actions that followed it might have somehow caused the locomotive's brakes to fail several hours later.

Inspectors, meanwhile, searched for remains in the derailment's devastated epicenter after finally being cleared to enter the area late Monday ? almost three days after the disaster. A total of 50 people were missing, including the 13 unidentified victims, and the death toll was sure to rise.

The rail tankers that blew up had a history of puncturing during accidents, but investigators acknowledged that it was too soon to tell whether that had been a factor in the explosions.

All but one of the train's 73 cars were carrying oil. At least five of the train's tankers exploded after coming loose early Saturday, speeding downhill nearly seven miles (11 kilometers) and derailing into the town of Lac-Megantic, near the Maine border.

Maude Verrault, a waitress at downtown's Musi-Cafe, was outside smoking when she spotted the blazing train barreling toward her.

"I've never seen a train moving so fast in my life, and I saw flames ... Then someone screamed 'the train is going to derail!' and that's when I ran," Verrault said. She said she felt the heat scorch her back as she ran from the explosion, but was too terrified to look back.

The rail tankers involved in the derailment are known as DOT-111 and have a history of puncturing during accidents, the lead Transportation Safety Board investigator told The Associated Press in a telephone interview late Monday.

TSB investigator Donald Ross said Canada's TSB has gone on record saying that it would like to see improvements on these tankers, though he said it was too soon to know whether a different or modified tanker would have avoided last weekend's tragedy.

The DOT-111 is a staple of the American freight rail fleet. But its flaws have been noted as far back as a 1991 safety study. Among other things, its steel shell is too thin to resist puncturing in accidents, which almost guarantees the car will tear open in an accident, potentially spilling cargo that could catch fire, explode or contaminate the environment.

"It's too early to tell. There's a lot of factors involved," Ross said. "There's a lot of energy here. The train came down on a fairly significant grade for 6.8 miles before it came into the town and did all the destruction it did." He said the train was moving at 63 mph (101 kph) when it derailed.

Officials were also looking at a locomotive blaze on the same train in a nearby town a few hours before the derailment. Ross also said the locomotive's black box has been recovered, and investigators were examining whether the air brakes or the hand break malfunctioned.

"The extent to which (the fire) played into the sequences of events is a focal point of our investigation," Ross said.

The Saturday blasts destroyed about 30 buildings, including a public library and Musi-Cafe, a popular bar that was filled with revelers, and forced about a third of the town's 6,000 residents from their homes. Much of the area where the bar once stood was burned to the ground. Burned-out car frames dotted the landscape.

The derailment raised questions about the safety of Canada's growing practice of transporting oil by train, and was sure to bolster arguments that a proposed oil pipeline running from Canada across the U.S. ? one that Canadian officials badly want ? would be safer.

Raymond Lafontaine, whose son and two daughters-in-law were among the missing, said he was angry with what appeared to be a lack of safety regulations.

"We always wait until there's a big accident to change things," he said. "Well, today we've had a big accident, it's one of the biggest ever in Canada."

The area remained part of a criminal probe and investigators were exploring all options, including the possibility that someone intentionally tampered with the train, said Quebec provincial police Sgt. Benoit Richard.

Canadian Transport Minister Denis Lebel said the train was inspected the day before the accident in Montreal and no deficiencies were found. Lebel defended his government against criticism it had cut back on rail safety measures. He said the rails remain a safe way to transport goods the vast majority of the time.

The train's owners, Montreal, Maine & Atlantic Railway, said they believed brake failure was to blame.

Local fire chief Denis Lauzon said firefighters in the nearby town of Nantes, uphill from Lac-Megantic, were called to handle a locomotive blaze on the same train a few hours before the derailment.

Joe McGonigle, Montreal, Maine & Atlantic Railway's vice president of marketing, said the fire was reported after the first engineer secured the train and went to a local hotel.

"We know that one of our employees from our engineering department showed up at the same time to assist the fire department. Exactly what they did is being investigated so the engineer wasn't the last man to touch that train, we know that, but we're not sure what happened," McGonigle said.

Nantes Fire Chief Patrick Lambert said that when his crew intervened, the engine was shut off per the standard operating procedure dictated by Montreal, Maine & Atlantic Railway. The blaze was extinguished within about 45 minutes. And that's where the fire department's involvement ended, Lambert said.

"The people from MMA told us, 'That's great ? the train is secure, there's no more fire, there's nothing anymore, there's no more danger,'" Lambert told reporters. "We were given our leave, and we left."

Edward Burkhardt, the president and CEO of the railway's parent company Rail World, Inc., suggested that the decision to shut off the locomotive to put out the fire might have disabled the brakes. "An hour or so after the locomotive was shut down, the train rolled away," Burkhardt told the Canadian Broadcast Corp.

Meanwhile, crews were working to contain 100,000 liters (27,000 gallons) of light crude that spilled from the tankers and made its way into nearby waterways. There were fears it could flow into the St. Lawrence River all the way to Quebec City.

Quebec's Environment Ministry Spokesman Eric Cardinal said officials remained hopeful they could contain more than 85 per cent of the spill.

The growing number of trains transporting crude oil in Canada and the United States had raised concerns of a major disaster. Canadian Prime Minister Stephen Harper, who has been pushing the Obama administration to approve the controversial Keystone XL oil pipeline from Canada to the U.S. Gulf Coast, has said railroad transit is more "environmentally challenging" than pipelines.

The train's oil was being transported from North Dakota's Bakken oil region to a refinery in New Brunswick on Canada's East Coast. Because of limited pipeline capacity in the Bakken region and in Canada, oil producers are increasingly using railroads to transport oil to refineries.

The Canadian Railway Association recently estimated that as many as 140,000 carloads of crude oil will be shipped on Canada's tracks this year ? up from 500 carloads in 2009. The Quebec disaster is the fourth freight train accident in Canada under investigation involving crude oil shipments since the beginning of the year.

Local charity hopes to roll strike against cancer with bowling fundraiser

During the 2012 fiscal year, 33 children from Douglas County were treated for cancer at Children?s Mercy Hospital and Clinics. Michelle Derusseau, founder of Rock?n Bowl, hopes to raise awareness of that number and funds for both Children?s Mercy Cancer Center and Baby Jay?s Legacy of Hope, a local children?s cancer charity, during the annual Rock?n Bowl event planned for July 13 at Royal Crest Lanes, at 933 Iowa St.

The cosmic bowling event was started last year in an effort to help local cancer patients. Derusseau said the event concentrates on children?s cancer because of the complications that go along with it.

?The recurrence rate (of cancer in children) is really high,? she said. ?At least 65 percent later in life will have chronic health issues from the treatments they went through (during cancer).?

Because children?s cancer is different than cancer found in adults, children are unable to be treated at Lawrence Memorial Hospital, which is why the money will be donated to Children?s Mercy.

?That is the local children?s cancer center,? Derusseau said. ?These kids don?t have any choice where they can go.?

The cost of commuting and financial burden from hospital bills can become astronomical, Derusseau said, and Rock?n Bowl is a fun way to help local parents trim those costs. The event costs $33 for adults, to represent the 33 Douglas County children who were treated for cancer this year. Children 14 and younger cost $15. The cost is tax deductible and includes pizza and drinks, shoes and two hours of bowling.

The event will be cosmic bowling as well as a head pin challenge, where if bowlers knock down a specific colored pin, they get to spin a wheel to win a prize. There will also be a silent auction sponsored by locally owned businesses.

Derusseau said Rock?n Bowl is a good activity for the summertime because participants don?t have to worry about weather and don?t have to have experience bowling.

?It?s hot in July so it?s in a nice, cool bowling alley,? Derusseau said. ?You don?t have to be good at it to participate.?

Rock?n Bowl raised $10,500 last year, and the goal for this year is to raise at least that much.

Guests can attend Rock?n Bowl from 1 p.m. to 3 p.m. or 7 p.m. to 9 p.m. July 13. Tickets are available at the door or online. For more information about the event or to purchase tickets, visit lawrencerocknbowl.com.

Apple's App Store turns five this week (it first opened on July 10, 2008), and to celebrate, many of the biggest and best apps - including games - seem to be going on sale for, well, nothing.

Among the games currently available for free (the sale isn't official yet, so people are finding more games as they keep searching) include Sword & Sworcery, Infinity Blade 2, Where's My Water, Tiny Wings and Badland.

If any of those games have an iPad version, they're free as well.

ANAHEIM, Calif. -- Runs have not often been an issue for the Red Sox of late, but they were on Sunday.

The Sox were handcuffed by Jered Weaver and three relievers, blanked by the Los Angeles Angels, 3-0. It was the fifth time the Sox have been shutout this season, but first since June 14 and only the second time since May 3.

Prior to Sunday, the Sox had scored four or more runs in 10 of their last 12 games.

The defeat was the first time the Sox had lost back-to-back games since June 22-23 in Detroit.

Boston was limited to just five hits and three of those came in the first seven batters of the game. The Sox had baserunners at first and third in the first with no outs, but couldn't score against Weaver. Perhaps that was their first indication that this wasn't to be their night.

Lackey was tagged with a loss for the first time since May 29, but could hardly be blamed for a poor outing. He made two mistakes -- allowing a pair of solo homers -- but otherwise was superb, going seven innings while striking out nine and allowing just a single walk.

Iglesias went 0-for-3 in three plate appearances and stranded four baserunners along the way.

What Happens if My Kinect Breaks? Microsoft Hasn?t Decided

Most likely in response to the flaming ball of internet hatred thrown in Microsoft's face post-E3, a few weeks ago, Microsoft removed the majority of its DRM restrictions and new security policies. However, there was still one major policy left, the requirement of having a Kinect sensor connected to your Xbox One at all times for the console to function.?

But this raises a question, doesn't it? What if my Kinect breaks? Do I simply send it back to Microsoft for a repair and wait a week or two to get it back? Do I even have the ability to purchase a second Kinect? Short answer: Microsoft's not ready to talk about it yet. After noting that Kinect was not listed by any retailers as an Xbox One accessory, Xbox One Daily contacted Microsoft for more details, but all they got back was this:

?Xbox One is still in development and we are excited to share more over the coming months, but we don?t have anything further to share at this time.?

At this point it's all guess work, but I can't imagine Microsoft wouldn't have some way to get the thing fixed if they're going to require it for your Xbox One to even function. That being said, it would be nice to know exactly what that process will look like if they want us to pre-order the thing. But I digress, what are your thoughts about this whole deal?

North, South Korea officials start talks on joint industrial zone

SEOUL (Reuters) - North and South Korean officials met on Saturday to find a way to reopen a jointly run industrial zone, a rare source of steady cash for the impoverished North, a month after their last attempt at dialogue collapsed in acrimony over protocol.

The South Korean government has been under pressure from the owners of the 123 smaller companies that run factories at the Kaesong industrial park, which sits just minutes from the heavily armed border, to find a compromise to reopen it.

"We will focus on the agenda and try to work on building confidence and cooperation starting with small issues and try our best to channel that to bigger confidence and cooperation," South Korean chief delegate Suh Ho told reporters before the talks.

North Korea shut down the factories in April, pulling out all 53,000 of its workers and banning South Korean firms from crossing the border with supplies and managers at the height of tensions between the two sides.

The North said the South Korean government and media had insulted its good intentions by saying it only let the project continue because of the money it generated.

Earlier this year, North Korea threatened strikes with nuclear and other missiles against the South and the United States after the United Nations tightened sanctions against it for conducting its third nuclear test in February.

The North then eased tensions by agreeing to dialogue last month that would have led to the resumption of high-level talks for the first time in six years. However, plans for that meeting then collapsed over a seemingly minor disagreement about who would lead the respective delegations.

The reopening of the Kaesong project is seen as meeting the political interest of the capitalist and democratic South, one of the world's richest countries, and the economic interest of the reclusive North.

Experts say the North often alternates between threats of military action and then negotiations in a bid to extract aid. Its long-term aim is to win diplomatic recognition from the United States and to be recognized as a nuclear weapons state.

South Korean President Park Geun-hye has pledged to engage the North in dialogue and take steps to build confidence for better ties, but has also vowed not to give in to unreasonable demands or make concessions to achieve superficial progress.

Her predecessor, Lee Myung-bak, cut off a decade of lucrative aid from liberal leaders and demanded nuclear disarmament, angering the North.

The North was blamed for sinking a South Korean navy ship and bombing an island while Lee was in office. About 50 people were killed in the two incidents.

iMessage read receipts: A little bit of heaven... or a lot of hell?

iMessage Read Receipts: Blessing... or curse?

Today's Talk Mobile is all about social etiquette and how technology can affect the way we treat our fellow human beings. Case in point, when Apple introduced iMessage in iOS 5 they took a page from BlackBerry Messenger and offered "read receipts", a way for you to know not only if your instant message was delivered, but if the person it was delivered it to had actually opened the Messages app and seen it. That's a great way to create confidence in a messaging system, but it's also a great way to create expectational debt between the people sending the messages, and surface some anger, frustration, and jealousy.

"I hate that stupid #$^%@ read receipt", a friend of mine told me years ago, "my boss calls me 5 minutes after sending a BBM to ask why I haven't responded yet. 'I know you saw my message! I can see you saw it!', he says to me. 'Why haven't you answered?!'" My friend shook his head. "Because I'm busy #$^%@ working! That's why!"

Personal relationships can be even trickier. What does it mean if someone new you're seeing has read your iMessage but not responded? What do you do when that read receipt just sits there, staring at you, mocking you...? Or when you really need an answer to a question from your parter, and the read receipt tells you've they've seen it, but you get no reply and the seconds, minutes, or even hours tick by?

What happens when a mutual friend, or person of mutual interests, iMessages someone else back while not replying to you? Argh.

Our friends over at CrackBerry.com don't seem any more at ease with their "dirty R", and they've suffered it longer than anyone.

Luckily, Apple makes the use of read receipts optional - you can turn them on or off in Settings - but that they exist also creates the expectation that we'll use them.

So, what do you think about read receipts? Are yours on? Do you expect other people to have theirs on? And what do you do when you know your message has been read, but no reply has been sent?

On a technicality, Hong Kong and China extradite themselves from Snowden

The case of NSA leaker Edward Snowden was one that neither Hong Kong nor Beijing wanted to get involved in. With a stalling maneuver, Hong Kong let Mr. Snowden flee US extradition.

By allowing Edward Snowden to leave Hong Kong Sunday, hours after the United States sought to extradite him, the government there has rid itself ? and Beijing ? of an awkward diplomatic and legal problem.

Indeed there are strong suspicions in the former British colony that the Hong Kong authorities deliberately gave the fugitive NSA whistleblower time to get out.

The US extradition request, filed on Saturday, ?did not fully comply with the legal requirements under Hong Kong law,? the Hong Kong government said on Sunday, so it had asked Washington for ?additional information.?

In the meantime, there was ?no legal basis to restrict Mr. Snowden from leaving Hong Kong,? the statement added. On Sunday morning, Snowden boarded a plane bound for Moscow, accompanied by legal advisors from the anti-secrecy group Wikileaks according to a post on the group?s Twitter account.

His final destination was unclear.

?I suspect it was ?wink, wink, nudge, nudge, you?ve got 48 hours to get out of Dodge City?,? says Kevin Egan, a Hong Kong lawyer with experience of extradition cases. ?When the government got the clarification it had sought, it might not have been able to let him go.?

?Snowden managed to get away because Hong Kong decided to stall,? adds Claudia Mo, a lawmaker with the pro-democracy Civic Party. ?The matter was too tricky for Sino-American relations ? so Beijing gave instructions he should be given time to leave.?

Snowden had said he planned to challenge any US extradition attempt in Hong Kong courts, declaring his faith in the city?s rule of law. But he faced the possibility of having to stay in jail throughout the court proceedings, which could have taken several years according to local lawyers.

His case was a thorny one for Beijing, anxious to improve relations with the United States and embarrassed by the US fugitive?s presence in Hong Kong, but unable to intervene openly in Hong Kong?s judicial process under the ?one country, two systems? principle that safeguards Hong Kong?s courts.

Hong Kong?s top official, Chief Executive Leung Chun-ying had promised that the case would be handled ?in accordance with the laws and established procedures of Hong Kong.? But the politically sensitive case ?would have been quite a test for our rule of law,? says Ms. Mo. ?It would have been a very thorny issue and it is all for the best for both Hong Kong and Beijing that he has gone.?

?This was not a case that Hong Kong or Beijing ever wanted to get involved in,? agrees Mr. Egan. ?The best thing for both of them was for Snowden to leave.??

Design and Features

On the right side of the mounting arm are DVI, VGA, and DisplayPort inputs, while halfway down the arm, just above where it is connected to the base, there is an HDMI input, a DisplayPort output, an audio input, and a headphone jack. The DisplayPort output makes it possible to daisy chain multiple monitors using special DisplayPort Multi-stream cables (not included). The stand has a hinge that lets you tilt the panel forward and backward but there are no height, swivel, or pivot adjustments.

Picture settings include contrast, brightness, gamma, and Eco mode, which is AOC's name for picture mode and includes Standard, Text, Internet, Game, Movie, and Sports presets. Color settings include red, green, and blue level adjustments, Color Temperature, and Dynamic Color Boost (DCB), which offers green, blue, and skin tone enhancement settings.

The Q2963PM comes with a couple of neat utilities, including Screen+, a screen splitter that lets you split your desktop into different panels, with each panel displaying a different window. All you have to do is drag a window to the selected panel and drop it. Also included is the AOC e-Saver power management software, and i-Menu, which lets you change picture settings using a keyboard and mouse rather than the function buttons. Included in the box are VGA, DVI, and HDMI cables as well as a resource CD. The Q2963PM is covered by a three-year parts, labor, and backlight warranty.

Performance
The Q2963PM uses an IPS panel that delivers rich color quality and good grayscale performance. It was able to accurately reproduce all steps of the DisplayMate 64-Step Grayscale test and there was no evidence of tinting in the middle of the scale. Colors were mostly accurate; as shown in the color chart below, reds and blues were nearly perfect (the closer the dot is to its corresponding box the more accurate the color) but greens were a bit oversaturated, which is fairly common among affordable monitors given green's huge color space. Fortunately, the saturated greens did not result in greenish highlights or skewed colors.

Viewing angles performance was generally good, although there was a slight loss of luminance when viewed from the top and bottom angles. I noticed this with the Dell UltraSharp U2913WM also. The Q2963PM's 5-millisecond (black-to-white) pixel response handled fast motion video without any noticeable smearing or blur. In fact, this monitor is ideal for watching movies, whether in a separate window or in full screen mode. It offers crisp image detail and the embedded 3-watt speakers are nice and loud, although they could use a bass boost.

The Q2963PM used 33 watts of power during testing while operating in Standard mode. That's a few watts less than the 29-inch Dell U2913WM (36 watts) and significantly lower than the 30-inch Dell UltraSharp U3014 (60 watts).

If you require a dual monitor setup but don't have the room on your desktop, the AOC Q2963PM is a good bet. It offers good color and grayscale performance, loads of video inputs, and multiple monitor support. And, it's reasonably priced. That said, a USB hub would be a welcome addition, as would a height adjustable stand. Both the NEC MultiSync PA271W and Dell UltraSharp 3014 offer multiple USB ports and highly adjustable stand, but you'll pay significantly more for these features and don't get the full Ultra-wide, 21:9 screen.

Nigerian woman launches entertainment TV network

LAGOS, Nigeria (AP) ? A woman who could be considered Africa's Oprah Winfrey is launching an entertainment network that will be beamed into nearly every country on the continent with programs showcasing its burgeoning middle class.

Mosunmola "Mo" Abudu wants EbonyLife TV to inspire Africans and the rest of the world, and change how viewers perceive the continent. The network's programming tackles women's daily life subjects ? everything from sex tips to skin bleaching.

"Not every African woman has a pile of wood on her head and a baby strapped to her back!" the glamorous Abudu, 48, told The Associated Press from a hotel's penthouse floor against a backdrop of the Atlantic Ocean and high-rise buildings flanked by palm and almond trees.

"We watch Hollywood as if all of America is Hollywood," she said. "In that same vein we need to start selling the good bits of Africa."

Months of work to provide original content includes the flagship program "Sistaz!" about two Greek-Nigerian sisters and a British-born Nigerian friend who check into the Eko Hotel for a holiday reunion and rediscover the passion of sisterhood and the vibrant city of Lagos.

"It helps show that you can go to Africa for a holiday, you can go to Nigeria on holiday, you can go to Lagos" and enjoy a vacation, Abudu said of the much-maligned Nigerian financial capital that is much improved since the country transitioned from military dictatorship to civilian rule in 1999.

The characters are as cosmopolitan as Abudu, a tall and elegant woman with sculpted cheekbones. She was born in London, came to Nigeria when she was a youngster and returned to Britain after her father died when she was 12. She returned to settle when she married a Nigerian at age 28.

Once her children were in their teens, Abudu, a former executive with the oil giant Exxon-Mobil, abandoned a 20-year career in human resources in 2006 to become a self-taught television talk show host. "Moments with Mo" became the first syndicated daily talk show on African regional TV and also is aired in Britain on a Sky TV channel.

She has interviewed celebrities from Hillary Rodham Clinton, former African presidents F. W. de Klerk of South Africa and John Kufuor of Ghana, former England soccer skipper Rio Ferdinand, musician R. Kelly and American fashion icon Diane Von Furstenberg.

A telling moment for Abudu came she was standing at London's Marble Arch and decided, on a whim, to ask people what came to their minds when they heard the word Africa.

The answers ranged from Robert Mugabe, Zimbabwe's dictatorial ruler of 33 years, the British charity Oxfam and famine to babies with flies on their faces. "The nicest thing I heard was 'sunshine,'" said an appalled Abudu.

Years later, she is setting out to transform that vision by shining a bright light on the so-called "dark continent's" riches ? its super-talented young entrepreneurs, fabulous art scene, up-and-coming fashion designers, provocative authors and sassy musicians.

One program is hosted by rhythm and blues artist Banky W and singer-songwriter Tiwa Savage. Their first program discusses why more and more Nigerian women are bleaching their skins and whether men prefer lighter-skinned black women.

So the network will not ignore some of the darker sides of Africa's realities, though Abudu promises "a different reality."

It will feature a specially commissioned movie, "New Horizons," from award-winning filmmaker Tope Oshin Ogun that bares the plight of women across the continent subjected to domestic abuse, a prevalent crime that is not often addressed.

And radio host Oreka Godis stars in "Love Lounge," where she will ask the cheeky questions for which she is known of sexologists, life coaches and psychotherapists.

While Nollywood movies also are notorious for often poor quality, though this is improving, Abudu aims for the highest quality in a network she hopes will eventually be broadcast beyond Africa to the millions in the diaspora.

"What we say is 'Everything you think you know about Africa is about to change,'" Abudu said.

Student loan rates double without Congress' action

(AP) ? College students taking out new loans for the fall term will see interest rates twice what they were in the spring ? unless Congress fulfills its pledge to restore lower rates when it returns after the July 4 holiday.

Subsidized Stafford loans, which account for roughly a quarter of all direct federal borrowing, went from 3.4 percent interest to 6.8 percent interest on Monday. Congress' Joint Economic Committee estimated the cost passed to students would be about $2,600.

"It's kind of surprising; that's a big jump," said Rebecca Ehlers, an Iowa State University senior majoring in math.

A $1,000 subsidized Stafford loan is part of her financial aid package and she said she's reconsidering how she pays for school.

"I may work more or ask my parents for money rather than going through all that," said Ehlers, 21.

She ? and millions of others who use federal student loans to pay for their education ? has some time before she has to make that decision. But not much.

"The only silver lining is that relatively few borrowers take out student loans in July and early August. You really can't take out student loans more than 10 days before the term starts," said Terry Hartle, a top official with colleges' lobbying operation at the American Council on Education.

But that is little consolation for students looking at unexpected costs waiting for them on graduation day if Congress doesn't take action before it breaks again for the month of August.

"I'm upset by it," said Kolton Gustafson, a George Washington University political science major heading into his senior year. "I wish there was a larger reaction to it."

"Many students are saying and thinking, 'I'll pay it later,'" the Grand Junction, Colo., native added. "That's why you don't see more people fighting back."

Students only borrow money for one year at a time. Loans taken before Monday are not affected by the rate hike.

Both political parties tried to blame the other for the hike and student groups complained the increase in interest rates would add to student loan debt that already surpasses credit card debt in this country.

"The federal loan program is burying them in debt. With the doubling of the interest rate, Congress is pushing student borrowers to their limit," said Michael Russo, federal program director with consumer advocate U.S. PIRG.

Lawmakers knew for a full year the July 1 deadline was coming but were unable to strike a deal to dodge that increase. During last year's presidential race, both parties pledged to extend the 3.4 percent interest rates for another year to avoid angering young voters.

But the looming hike lacked sufficient urgency this year and Congress last week left town for the holiday without an agreement. Instead, the Democratic-led Senate pledged to revisit the issue as soon as July 10 and retroactively restore the rates for another year ? into 2014, when a third of Senate seats and all House seats are up for election.

Even when lawmakers return, there's no guarantee there will be the votes to restore the lower rates.

"When we pass a deadline and there are not immediate effects, the sense of urgency that accompanies a deadline evaporates and that is what I'm afraid will happen here," Hartle said.

For months, the student loan issue was the subject of partisan sniping ? sometimes within the same party.

Obama's budget proposal included a measure that would have linked student loan interest rates with the financial markets. Fellow Democrats called that unacceptable because there were no guarantees interest rates would not skyrocket if the economy improves.

The Republican-led House, meanwhile, co-opted the president's proposal and passed a bill in May that linked interest rates to the financial markets but with a cap on how high rates could climb.

The Democratic-led Senate, meanwhile, tried for a two-year extension that failed to overcome a procedural hurdle. A Republican measure, similarly, came up short.

Top White House officials told allies to find any deal that could win enough votes and avert the politically and fiscally costly doubling.

An attempt at a bipartisan agreement fizzled last week when the Democratic chairman of the Senate education panel, Sen. Tom Harkin of Iowa, declared it a non-starter and urged lawmakers to extend the rates for one more year ? when they get back next week.

Sub expedition finds invasive lionfish in deep water off Florida coast

Scientists study the extent the infestation of non-native Lionfish. The submersible, operated by a private company, will take scientists on several dives to gauge the impact of these venomous fish from the Indian and Pacific Oceans.

Aboard the submersible Antipodes, cruising 250 feet beneath the surface off Fort Lauderdale, scientists peered through violet water and saw exactly what they hoped not to see.

About 15 lionfish ? venomous, flamboyantly striped invaders from half a world away ? swam around the starboard bow of a freighter sunk as an artificial reef. When the submersible drifted toward the wreck's stern, they counted another 11.

The dive Friday morning was one of a series this week to gauge the extent of the infestation of the non-native fish on the region's reefs, using a vessel donated by OceanGate Inc., which operates submersibles for oil and gas exploration, scientific research, marine engineering and other uses.

Although lionfish are a well-known threat to the region's reefs, where they consume and compete with native wildlife, most of our knowledge of them comes from observations in shallow water, accessible to divers. The highly publicized lionfish derbies, in which divers spear and catch them for prizes, can't reach lionfish this deep, which suggests that controlling them will be much more difficult.

"The big question has always been what are these things doing at depth?" said David Kerstetter, research scientist at Nova Southeastern University's Oceanographic Center, who was on Friday morning's dive. "Earlier dives this week actually saw that. At the shallower depths they really didn't see any lionfish. But what we're seeing is that at depths beyond that accessible by recreational divers, you're finding pretty large concentrations of lionfish."

Native to the Indian and Pacific oceans, lionfish were first reported in Florida in 1985, detected off the coast of Dania Beach. They have since been found throughout the Gulf and up the Atlantic coast. Typically growing about a foot long, they have venomous, needle-like spines for defense, which can cause painful stings that are on rare occasions fatal.

The Antipodes made dives Tuesday through Friday, moving from a depth of about 100 feet to around 265 feet, finding few lionfish at shallow depths and many at greater depths.

"We knew that they were occasionally found deep," Kerstetter said. "Now we're seeing a lot more evidence that they're actually common at depth. They're always going to have this refuge, where they can eat and spawn and do all these other things that lionfish do."

Keith Mille, environmental specialist with the Florida Fish and Wildlife Conservation Commission, who went on the dive Friday, said the abundance of lionfish in deep water indicated that current control efforts can't reach a significant population of them.

"I feel that we were looking at a lionfish population that is not influenced by dive removal efforts," he said.

So do we have any options for dealing with lionfish in 250 feet of water or deeper?

"Really, no," Kerstetter said.

Hello there RootzWiki community! I'll admit this is a pretty spontaneous post; I've been building ROMs from the Android Open Source (Project) for awhile now, but I've never "published" any of them. I myself own a Verizon Galaxy Nexus, so I've always built from AOSP to make sure I'm as up to date as possible. Well, that's a little background so let's get going with the overview of the ROM itself:

Overview
This ROM is Android Jelly Bean 4.2.2, build JDQ39E. The ROM is built directly from source, that is, the Android source code published by Google available for download to all of us developers. The reason I say the ROM is "OTA-like" is because I make VERY few modifications to it, aside from the things that it takes to get the ROM working. I'll go into detail about those things below, but basically I just want the ROM to make your phone feel stable and shiny and new as if it has just received a new OTA update. That being said, it's clear that the landscape of Nexus devices is changing as new ones are released. Therefore, the other primary goal of this ROM is to keep our Galaxy Nexus as close to the modern Nexus design as possible. This means that I will also add in features that will still be stock, but will also make our phones as close to a current Nexus as possible.

As for how I handle the forum side of things, I'm always open to comments, questions, suggestions, requests, etc. I know that most of those things will often be in the form of criticism, but it's okay, I think I can handle it :) That being said, I do also have a life and am a college student, so I may not get to come on here ALL the time. I will check back as frequently as possible, and I'm hoping that you guys will help each other out as much as possible! Keep it friendly! :) So now for the details...

I'm sure by now you all know that when someone says that, it usually ends up not being true. This ROM is not an exception to that rule, but I can say that I've tested most of the things that would be expected to work in stock Android, such as...
  • WiFi Tethering (no subscription check)
  • Bluetooth streaming
  • Google account sign-in and auto-restore of apps and settings
  • Google Wallet
  • Location Services (pretty fast GPS lock in my area also)
  • Believe it or not, December is still a month!
  • Photosphere
  • Android beam
  • Photo editing with the new filters
  • Email
  • Exchange support
  • Like I said, the normal stuff (data, voice, hardware acceleration, etc.)
  • More things that aren't important enough to mention here - check out the changelog for a more comprehensive list
Possible Bugs
It's impossible for me to test for and notice EVERY single possible bug in the operating system, so as of right now I can't say that there are any, although I'm sure you will find some. If you do, report them here!

Other IMPORTANT Information
Root
But wait, nothing in this post said anything about root!!!11!!1!1!!! That's right, my ROM does NOT have root built in! (I don't use any root apps, and it's important to the whole "OTA-like" theme). That being said, the ROM is easily rootable; I made sure of this because I know that many, many of you will use root for many useful purposes. If you want to root the ROM, it's as easy as installing Koush's superuser control app/su with this ZIP file. More detailed information can be found in the "Installation Instructions" section. **NOTE** If you are rooted and upgrading to a new build, you should not have to reflash the rooting flashable ZIP because the ROM will keep root for you.

Updates
I'm probably going to update the ROM itself once every few days (at least once a week) because there are constantly updates being pushed to the Android source. I probably won't make many changes myself except with updating binaries or fixing bugs. Because of this, I'm not going to keep an extensive changelog. You can always check out the AOSP code review for recent changes to the source. I'll only a keep a changelog of big, notable, and important changes. Everything else will be low-level optimizations that will make the experience much smoother without you even knowing :)

Radios
This ROM will (most likely) work with any toro radios; however, I of course recommend using the most recent, Verizon-approved radios which are the FK01 and FK02 radios. My ZIP installation package for these radios can be downloaded here.

Bootloader
Once again, I'm assuming that this ROM will work with all tuna/toro bootloaders; BUT for optimal experience and performance, use the newest Google-approved bootloader, PRIMELC03. My ZIP installation package for that bootloader can be downloaded here.

ClockworkMod Recovery
I personally recommend using ClockworkMod Recovery as it has always worked well for me with no quirks. Android 4.2 messed up a few aspects of recoveries because of its multi-user system. ClockworkMod Recovery has been updated to correct some of these issues, and I recommend updating to the most recent version, 6.0.2.3. You can flash either the touch recovery or non-touch recovery image through fastboot OR you can download my flashable recovery update ZIP (touch/non-touch) and flash it in recovery. Check out the installation instructions for more details on this.

Some Other Not-so-important Information
Naming Conventions
All of my ROM ZIP files are automatically generated by my build computer. The file name always begins with baldwinguy77_toro_aosp so you know that it's my build for toro. That prefix is always followed by the date in mmddyy format (e.g. 112212), a hyphen ("-"), and the time in 24-hour, hhmmss format (e.g. 153945). Finally, all builds end with the "signed" suffix - it just helps me know which packages have finished building and which have not. Hopefully this helps everyone to know which update is newest; I stay away from version numbers because I let Google do all of the version control.

File Hosting
I've switched over from using Dev-host to a privately hosted site, graciously and generously given to me by RootzWiki user Goofball. Dev-host is still an amazing service, but it's much more convenient for me to use a privately hosted site, plus I get my own suburl and FTP access! 1. Download the latest version of the ROM from the download post. (Also download any other files you will need to install, such as Koush's Superuser Root ZIP, the radios installation ZIP, the bootloader installation ZIP, etc.)
2. Put the file(s) you downloaded in step 1 on your phone's internal storage (sdcard).
3. Turn off your phone.
4. Boot into the bootloader of the phone by holding down both volume buttons and the power button simultaneously until you feel a vibration and see a large arrow that says "Start".
5. Use the volume keys to change the arrow until it says "Recovery," then press the power button to boot into recovery.
6. Because of differences in recovery types, I will make the following steps rather generic.
7. Wipe cache.
8. Wipe dalvik cache.
9. If you want to be 100% sure there are no problems, wipe data. If you are coming from another ROM or Android version, wipe data. If you do not wipe data and something goes wrong, repeat this process but wipe data - this step is not necessary if you are simply upgrading.

13. If you are rooting, flash Chainfire's SuperSU ZIP file - this step is not necessary if you were rooted on the previous build and are simply upgrading.
14. Reboot your phone, and enjoy!

**Note: If you are simply upgrading to a new version of the ROM and want to keep root, follow the exact instructions above, and do not format /system. It really is not necessary to format /system at any time (unless specifically noted), as the ROM installer has this function built in.

Mods

4. Plug your phone into your computer using the standard USB cable.
5. Open the command prompt/terminal and navigate to the folder where your "recovery.img" is saved.
6. Type "fastboot devices" to make sure your phone is recognized; a serial number should show up on the screen.
7. Type "fastboot flash recovery recovery.img" and wait for the process to complete (should be quick).
8. You're done! Use the volume keys to select "Recovery" and boot into your new recovery!

If you are updating your recovery before flashing a ROM, these steps should ALL be completed PRIOR to flashing the ROM.
1. Download either the touch recovery flashable ZIP or the non-touch recovery flashable ZIP.
2. Place the ZIP file downloaded in step 1 on your internal storage/sdcard.
3. Turn off your phone.
4. Boot into the bootloader of the phone by holding down both volume buttons and the power button simultaneously until you feel a vibration and see a large arrow that says "Start".
5. Use the volume keys to change the arrow until it says "Recovery," then press the power button to boot into recovery.
6. Choose "Install update from sdcard"
7. Select "Choose file from sdcard"
8. Find the flashable recovery ZIP file you downloaded and install it
9. Back up to the root menu of recovery
10. Select "advanced"
11. Select "reboot recovery"
12. The phone should boot up into your new recovery!

As with most ROMs, I only did a small part to get everything together. Also, a note that should be made here is that when I am using someone else's file, I ALWAYS host files on the shinyrom server to ensure that I don't put any unnecessary stress on their servers.
